CALL FOR EXPRESSION OF INTEREST- Terms of Reference (ToR) for the Development of KIRH Digital Hub for PCVE
Background
PCVE Knowledge Information and Resource Hub (KIRH) with support from ActionAid Nigeria is inviting ICT companies/Web developer for an expression of interest from reputable and qualified firm to develop and manage a comprehensive digital platform. The PCVE Knowledge Information and Resource Hub (KIRH). This platform will act as a centralized repository of resources and an interactive space for knowledge-sharing among stakeholders involved in Preventing and Countering Violent Extremism (PCVE) in Nigeria.
The selected firm will be responsible for designing and implementing a user-friendly, accessible, and secure platform that meets the diverse needs of PCVE practitioners, researchers, policymakers, and community of practice. The terms of reference of the PCVE Knowledge Information and Resource Hub come with the following features and deliverables.
- Central Repository for Knowledge and Expertise
The PCVE Knowledge Hub will serve as a central source of information on PCVE, providing access to a wide range of resources, including research findings, policy documents, strategies, and project reports to support understanding and effective implementation of PCVE initiatives. - Knowledge Repository and Library Portal
Establish a well-organized digital library for research, best practices, guidelines, and other PCVE-related resources, making valuable information easily accessible to stakeholders. - Training and Learning Management System (LMS)
Provide a robust training portal that includes interactive courses, skill-building modules, and certifications for PCVE practitioners, fostering professional growth and competency. - Community of practice Forum and Networking Platform
Create a discussion forum to facilitate knowledge sharing, collaboration, and networking among PCVE stakeholders, promoting active engagement and support within the community. - Traffic Light Alert System for Disaster or Violence Alerts
Establish a real-time Traffic Light Alert System that provides users with color-coded alerts (Red, Amber, Yellow, Green) indicating the current risk levels of disaster or violence in various regions of Nigeria. This system will enable timely responses and awareness among stakeholders. - Support for Quality Assurance in PCVE Interventions
By establishing and promoting quality standards, guidelines, and best practices, the PCVE Knowledge Hub will ensure that PCVE interventions are impactful and adhere to high standards of quality. - News Alert in Nigeria across all media reporting on PCVE situations: Create a life feed using keyword filter with plug-ins on any media reporting PCVE cases in Nigeria
- Develop and establish a content management system for PCVE Knowledge Information and Resource Hub (KIRH) Portal: To enable content admin staff to update portal from time to time without having to depend on web developer for site update. Backend protected by secure login and second level approval by a PCVE communications coordinator before update can finally appear at front end
- Application portal for Community and public for requesting PCVE intervention through the portal: To develop an interactive portal where a community can solicit support on PCVE intervention through an application procedure.
- Develop a portal that showcase Government policies and Laws on PCVE in Nigeria: Through a backend upload section, all PCVE interventions and Policies of Government guiding implementation of PCVE can be uploaded to the secure portal.
- Develop and implement a Library section where books and Published material can be uploaded: Publications and links to intellectual works of published books are made available as read only on the site with the opportunity to make notes while reading. This section is protected by registration and membership of the library portal.
- Home page that informs the public on events and activities of PCVE and its network. A calendar of event notifying readers of upcoming activities of the PCVE and its network in Nigeria.
- Section of Homepage platform, reporting on past events with Pictures, short stories and “read more” functionalities: A place holder for pictures taken from concluded event and uploaded on the portal with stories around the activities published on the web portal.
- Community of Practice networking section: A section where communities already implementing PCVE policies can share experiences and success stories. The community of practice can also meet and interact here for share learning
- New community of practice application section: this is a section that contains application forms and procedures for new community who have just started implement the PCVE framework and policies to join the existing communities. This will go through a workflow process of application and approvals
- Develop and implement a secure and “close user group of experts portal”. The experts need a secure login portal to meet occasionally online to discuss threads of issues. This is similar to a discussion forum. Topics can be created by any of the experts for opinion and discussions of other experts. The section should be able to do online video meeting calls (for meeting virtually) should be available like we do have in “Google meet or zoom” but available only on their close group platform. THIS AREA IS HIGHLY SECURE. Login will require with a two-factor authentication procedure.
- Develop and implement a mentoring platform: A section for an individual ring or apply to meet an expert for one-on-one mentoring on PCVE framework implementation. Here, names and briefs of experts to be available and availability button to show if an expert available immediately on not.
- Training section where both multimedia and tutor led training can happen. List of courses displayed; an individual can apply for a course module. Module with exams after available after each module-training.
Other Deliverables expected from the firm are;
- A fully functional and optimized PCVE Knowledge Information and Resource Hub (KIRH).
- Comprehensive documentation and training materials for platform maintenance and content management.
- Six months of post-launch support to address debugging and technical issues.
- Source code handover: Full source code, including all developed libraries, will be provided to ActionAid Nigeria.
- Consistent visual language: Implement fixed style templates to ensure consistency in fonts, formatting, icons, images, and layout across the platform.
- Standardized templates: Incorporate standard elements, such as a header, footer, tabs, persistent navigation, contact options, email, and print options across all pages.
- Dynamic content display: Ensure that the platform’s latest content is automatically featured on the homepage in an organized manner, using categories, tags, or custom taxonomies.
- Real-time updates: All section and subsection pages should display the latest information to keep the platform current and relevant.
- 5 years hosting plan of AWS secure server
Additional Deliverable Clause
Upon selection of a company, the contract may be amended to include additional development requests on a time and materials basis, as needed by ActionAid Nigeria’s communications and technical teams.
Timeline
The complete development timeline is set for 2 months from the date of the contract signing.
Expression of interest Requirements
This should include the following:
- Company Information: A brief overview of your company, team, and relevant experience.
- Portfolio: Examples of previous website development projects, preferably for non-profit or similar sectors.
- Team Resumes/CVs: Highlighting the relevant experience and qualifications of each team member who will work on the project.
- Proposed Approach: Describe your approach to the project, including tools, platforms, and technologies to be used.
- Timeline: A proposed timeline with key milestones, aligning with the 3-month development period.
- Cost Estimate: A detailed breakdown of costs for each phase of the project.
- References: Recommendations or references from two (2) clients or colleagues from projects within the last two (2) years.
- Cost of all elements stated in the TOR
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Relevant experience and portfolio showcasing similar work.
- Qualifications and experience of the proposed team members (based on submitted CVs).
- Approach and understanding of the project requirements.
- Cost-effectiveness and value for money.
- Ability to meet the specified timeline.
- References and recommendations from previous clients.
Required Skills and Experience
The selected vendor should demonstrate:
- A strong track record as a reputable firm, with at least 7 years of experience in designing and developing visually engaging and user-friendly platforms.
- Extensive experience working with different Content Management Systems (CMS).
- Broad knowledge of current web development technologies, design tools, and programming languages.
- Expertise in recent trends in web design and graphic design for digital platforms.
- Proven ability to create innovative and visually appealing designs.
- Qualified professional staff, including developers and UI/UX or product designers, to ensure high-quality delivery of the project.
