Call For Expression of Interest For Consultancy: Political Economy Analysis (PEA) of Institutionalisation and Implementation of the School Feeding Programme in Nigeria
ActionAid Nigeria in collaboration with Women and Children Health Empowerment Foundation (WACHEF) is implementing Innovative Action for School Feeding Programme (Innovative Action) in Taraba State with the technical and financial support of the ECOWAS Commission and the financial participation of the Spanish Agency for International Development Cooperation. Innovative Action is designed to Strengthen Policy Engagement Framework for institutionalisation of school feeding programmes in Nigeria while Increasing sustainable access to healthy and balanced meals for pupils in border communities of Taraba State.
We are seeking qualified and reputable consultants to express their interest in conducting Political Economy Analysis (PEA) of Institutionalisation and Implementation of the School Feeding Programme in Nigeria.
Objectives
- To analyse to bring to the fore the real costs of not implementing or implementing inefficient and unintegrated school feeding programmes in Nigeria, demonstrating the social and economic losses to the country’s human and capital development and the gains if well implemented.
- Propose actionable recommendations for policy, programme, and institutional reforms to support the institutionalisation and implementation of the School Feeding Programme in Nigeria.
Methodology
The methodology includes Desk reviews, document analysis and PEA analysis.
Scope of Work
The consultant will undertake the following tasks:
- Analysis of the real costs of not implementing or implementing inefficient unintegrated school feeding programmes in Nigeria, demonstrating the social and economic losses to the country’s human and capital development in terms of GDP.
- Analysis of the benefits of implementing integrated school feeding programmes in Nigeria, demonstrating the social and economic gains to the country’s human and capital development if well implemented in terms of GDP and economic growth.
- Global historical analysis of implementing the school feeding programme and some examples of the social and economic benefits to countries.
- Propose actionable recommendations for policy, programme, and institutional reforms to support the institutionalisation and implementation of the School Feeding Programme in Nigeria
Contract Period
The contract is for a period of twenty (25) working days including making the presentation during the National Policy Forum on Institutionalisation and Implementation of School Feeding Programme in Nigeria.
Required profile for consultant:
The consultant (She/he) to be recruited should have the following experiences:
- Advanced degree in economics, public policy, or a related field.
- Have at least a minimum of 15 years’ experience in carrying out such an assignment and capacity.
- Expertise in Political Economy Analysis (PEA) and economic growth analysis.
- Expertise in institutional reforms engagements and stakeholders’ engagements.
- Strong analytical, research, writing, presentation, and facilitation skills.
- Excellent verbal and written communication skills.
- Evidence of having undertaken related work (to be provided in the expression of interest).
Payment
The Consultant shall be paid a daily consultancy fee of N200,000. Fifty percent of the total sum shall be paid in advance at the beginning of the consultancy period at the receipt of an inception report. The balance of 50% will be paid when the final reports have been submitted and signed off by ActionAid Nigeria’s Director of Programmes.
ActionAid will deduct 5% withholding tax from the total sum in accordance with the Nigeria tax law for onward remittance to the Federal Inland Revenue Service.
Reporting Lines
The consultant shall submit the analysis report and a power point presentation to the Food Systems Specialist, ActionAid Nigeria who will confirm report satisfactory before balance payment is made.
Ownership of Output
Outputs of the work done as stipulated in the call expression of interest belongs to ActionAid Nigeria
