EoI for Consultancy on Budget Analysis on Public Financing for Agroecology in Nigeria 2020-2025
Background

The Strategic Partnerships for Agroecology and Climate Justice in West Africa (SPAC-West Africa) Nigeria Project, funded by ActionAid International’s Transformative Impact Fund (3-year project), aims to improve food and nutrition security and enhance agroecological skills of 120,000 Smallholder Women Farmers (SHWFs) and young people. This is to be achieved by facilitating access to early maturing seeds, seedlings, livestock, and poultry, thus supporting agroecological practices, indigenous seeds, and agrobiodiversity preservation for increased yields.
Through agroecology budget monitoring, tracking, and advocacy to expand fiscal spaces, rightsholders will benefit from budget increases and allocations in agriculture. The project will also establish and scale 26 model agroecological farms led by SHWFs to increase the adoption of agroecological practices. Implementation is ongoing in Jigawa, Delta, Ebonyi, Ondo, Taraba, the FCT, and at the national level.
Rationale
The prevalent use of chemical inputs, unsustainable farming practices, and climate change impacts threaten agrobiodiversity, soil health, and smallholder livelihoods. Agroecology offers an integrated, climate-resilient pathway for sustainable food systems in Nigeria. However, adequate and harmonised public financing for agroecology across federal and state levels remains limited and poorly tracked, making it difficult to scale up interventions effectively.
To complement the SPAC Project’s commitment to budget monitoring, tracking, and advocacy, and to ensure that financing commitments are evidence-based, ActionAid Nigeria seeks to engage a qualified consultant to conduct a Budget Analysis on Public Financing for Agroecology (2020–2025).
This analysis will cover key federal MDAs (Federal Ministry of Agriculture and Food Security, Federal Ministry of Environment, Nigerian Meteorological Agency, National Environmental Standards and Regulations Enforcement Agency, National Agency for the Great Green Wall, and the Ecological Fund Office), as well as agroecology-related budgets in SPAC implementing states (Ondo, Jigawa, Taraba, Ebonyi, Delta, and the FCT).
The findings will provide an evidence base for advocacy, policy dialogue, and the forthcoming National Summit on Agroecology and Public–Private Partnership, enabling government, civil society, research institutions, and the private sector to collaborate in scaling agroecology as a pathway to food sovereignty, climate resilience, and inclusive rural development.
Objectives
The objectives of this consultancy are to:
- Conduct a comprehensive budget analysis on public financing for agroecology at the federal level (2020–2025).
- Review budget allocations and expenditures across relevant MDAs:
- Federal Ministry of Agriculture and Food Security
- Federal Ministry of Environment
- Nigerian Meteorological Agency (NIMET)
- National Environmental Standards and Regulations Enforcement Agency (NESREA)
- National Agency for the Great Green Wall
- Ecological Fund Office
- Analyse state-level budgetary allocations and expenditures from 2020–2025 in SPAC implementing states (Ondo, Jigawa, Taraba, Ebonyi, Delta, FCT).
- Harmonise federal- and state-level analyses to present a clear national picture of public financing for agroecology.
- Generate actionable recommendations to guide advocacy, policy reforms, and financing frameworks.
Methodology
The methodology will include but not be limited to:
- Desk review of federal and state budget documents, policies, and expenditure reports (2020–2025).
- Budget trend and line-item analysis across relevant MDAs and states.
- Comparative analysis of allocations versus actual releases/expenditures.
- Key informant interviews with government officials, CSOs, and development partners (as necessary).
- Synthesis of findings into a consolidated national budget analysis report.
Scope of Work
The consultant will:
- Collect and review federal and state-level budget documents, policy papers, and expenditure reports (2020 – 2025).
- Analyse allocations and spending trends relevant to agroecology and sustainable agriculture.
- Identify gaps, overlaps, and opportunities for scaling up agroecological financing.
- Harmonise findings from federal and state levels into a consolidated analysis.
- Provide policy recommendations for strengthening financing mechanisms for agroecology.
- Prepare a comprehensive report and PowerPoint presentation for the National Summit on Agroecology and PPP.
Contract Period
The consultancy is for a period of thirty (30) working days, inclusive of document reviews, analysis, stakeholder engagement, drafting, validation, and submission of final outputs.
Required profile for consultant:
The consultant (she/he) to be recruited should have the following qualifications and experience:
- Advanced degree in Economics, Agricultural Economics, Public Policy, Development Finance, Economics or related fields.
- Proven track record in policy development, strategic planning, and research in agriculture, agroecology, or food systems.
- At least 10–15 years’ experience in budget analysis, public finance, or policy research.
- Proven expertise in agricultural financing, agroecology, or sustainable development financing.
- Strong analytical and quantitative skills, with evidence of similar assignments.
- Experience engaging with government institutions, civil society, and donor partners.
- Excellent writing, presentation, and facilitation skills.
- Evidence of similar assignments conducted in Nigeria or West Africa (to be provided in the expression of interest).
Payment
The Consultant shall be paid a daily consultancy fee of N200,000. Fifty percent of the total sum shall be paid in advance at the beginning of the consultancy period at the receipt of an inception report. The balance of 50% will be paid when the final reports have been submitted and signed off by ActionAid Nigeria’s Director of Programmes.
ActionAid will deduct 5% withholding tax from the total sum in accordance with the Nigeria tax law for onward remittance to the Federal Inland Revenue Service.
Reporting Lines
The consultant will report to the Food Systems Specialist, ActionAid Nigeria, who will confirm satisfactory completion of the assignment before final payment.
Ownership of Output
Outputs of the work done as stipulated in the call expression of interest belongs to ActionAid Nigeria
