Project Overview
ActionAid Nigeria is working on a Partners Digitalisation ERP & Outcome Harvesting Management Information System which fully reflects the state of digitalised working platform. The Ultimate Outcome is to have an application developed with detailed documentation that is a true representation of AAN’s need on the Enterprise Resource and Planning System (ERP)
Intermediate Outcomes are as follows:
- Produce a detailed Outcome Harvesting Management Information System Application Design development plan for ActionAid Nigeria (AAN)
- Propose Detailed Database Design based on the design produced
- Propose the digital system interface implementation plan and change management process for AAN
- Propose Deployment Timeline for the entire enterprise system
Purpose of this Call
ActionAid Nigeria is seeking to identify and pre-select potential ICT Firms capable of analysing AAN’s needs, produce an enterprise system design.
Scope of work:

Functional Coverage
The ActionAid Partners Digitalisation ERP & Outcome Harvesting Management Information System will consolidate and automate critical components across the following functions:
- Community Needs assessment, project tracking, grant processing, partner management, and payment tracking.
- Cross-unit project visibility and gender-focused reporting
- Meeting attendance tracking, hotel reservations, vendor registration, inventory management, LPO creation, and staff support forms.
- Automated approval workflows and reporting dashboards.
- Risk assessment in LRP communities, internal audit findings, fund requests, asset register management, and policy tracking.
- Centralised audit trail and digital signatures for compliance.
- Vendor registration, RFQs, LPOs, job completion certificates, due diligence, and procurement tracking of LRP procurement activities.
- Integrated vendor evaluation and voting system.
- Partner management, grant disbursement, beneficiary tracking, concept notes, and activity reporting.
- Shared platform for finance and LRP collaboration.
- LRP and P automated travel authorisation system, Digitalised logistics support system for managing LRP fleets, and LRP assets and inventory tracking.
- Real-time engagement metrics and tracking.
- Field activity tracking in LRP emergency response, warehouse and stock management, beneficiary registration, and retirement of advances.
- Notification system for overdue retirements and calendar events.
- Work plans, BPVs, travel/media requests, donor access, and stakeholder engagement.
- Integrated reporting and stakeholder mapping.
- Project and activity aggregation, humanitarian response, CSP reporting, and travel analysis.
- Gender, PWD, and location-based impact reports.
Qualifications and Criteria for Selection
ICT Firm that is vast in software application development to execute with respect to AAN's digital requirement. ICT Firm experienced in:
- Information system Analysis
- Application development
- Artificial intelligence (AI)
- Blockchain Technology
- Business Case analysis
- To analyse ActionAid Nigeria's Software Application development needs
- Evidence of having undertaken similar assignments in the past
- Availability within the period marked for the contract
- Computer Professional Registration Council of Nigeria (CPN) Certifications and/or other relevant registrations
Place of Work & Administrative Support
- The Contracted Firm will normally work at their own business location except during physical meetings with the project team (in ActionAid Nigeria office), using its own work tools.
- The selected Contracted Firm will sign a contract with ActionAid Nigeria for the purpose of this Contract and be provided with clearly outlined terms of reference.
Duration of Contract
The duration of this contract is Two (2) calendar Months.
Ownership of outputs
Outputs of the assignment and related database, platform, backup etc. shall belong entirely to ActionAid Nigeria.
Terms of Payment
ActionAid shall deduct the (WHT) statutory 10% for limited (LTD.) and public companies (PLC), and remit to the relevant authority. On the date payment becomes due, the Contracted Firm will submit an invoice requesting payment and clearly stating the Tax Identification Number (TIN). Initial Payment is 50% and the balance paid after Job Completion.

Reporting Lines
The Contracted Firm will work with, be accountable directly to the Manager/Specialist, Digital Technology Unit, ActionAid Nigeria. All documentation and resources developed will be submitted to ActionAid Nigeria.
