Terms of Reference for consultancy services for Learning and Adaptation Field Study in Kaduna, Katsina, Kano, and Sokoto States
Background
The Preventing and Countering Violent Extremism (PCVE) Knowledge, Innovation, and Resource Hub (KIRH), in collaboration with key stakeholders, is seeking experienced consultants to support Learning and Adaptation Field Visits. These visits aim to enhance data-driven, community-focused program implementation through engagement, data collection, analysis, and capacity building. The field visits will be conducted across Kaduna, Katsina, Kano, and Sokoto States to evaluate ongoing PCVE interventions and inform adaptive programming.
Objective of the Consultancy
The selected consultants will support the Learning and Adaptation Field Visits with the following objectives:
- Gather Field Insights – Collect qualitative and quantitative data to assess the effectiveness of PCVE interventions.
- Engage Stakeholders – Facilitate meaningful interactions with state and non-state actors to understand local dynamics and challenges.
- Strengthen Community Interventions – Use findings to improve intervention strategies, ensuring they are context-specific and impactful.
- Promote Knowledge Sharing – Foster a culture of continuous learning and adaptation among stakeholders.
Scope of Work
The consultancy services will cover the following key activities:
- Stakeholder Engagement:
- Conduct meetings with government representatives, community leaders, and civil society organizations.
- Organize focus group discussions (FGDs) and key informant interviews (KIIs) to gather diverse perspectives.
- Data Collection and Analysis:
- Utilize surveys, FGDs, and observation techniques for data gathering.
- Employ robust methodologies and tools to analyze data and generate actionable insights.
- Capacity Building:
- Provide on-the-ground training and knowledge sharing for local stakeholders to enhance their understanding of PCVE.
- Encourage community participation in refining intervention strategies.
- Reflection and Feedback:
- Organize post-visit reflection sessions to review findings and discuss actionable recommendations.
- Ensure continuous feedback loops for program improvement.
Deliverables
The consultants will be expected to deliver the following outputs:
- Field Visit Plan and Methodology – Detailed framework for conducting visits and collecting data.
- Daily Reports – Brief summaries of activities, key observations, and challenges encountered.
- Final Report – Comprehensive analysis of findings, including recommendations for intervention improvement.
- Stakeholder Engagement Summary – Documentation of key discussions, agreements, and action points.
- Post-Visit Reflection Report – Insights and recommendations based on debriefing sessions with stakeholders.

Consultant Requirements
Interested consultants must meet the following criteria:
- Relevant Expertise:
- Proven experience in PCVE, conflict analysis, community engagement, and research.
- Strong understanding of violent extremism dynamics in Northern Nigeria.
- Technical Skills:
- Proficiency in qualitative and quantitative data collection and analysis.
- Ability to design and conduct FGDs, KIIs, and surveys.
- Strong Communication and Facilitation Skills:
- Experience in engaging diverse stakeholders, including government officials, civil society, and community leaders.
- Ability to synthesize complex data into clear, actionable recommendations.
- Availability and Flexibility:
- Willingness to travel extensively within the target states.
- Ability to work under tight deadlines in challenging environments.
