Terms of Reference (ToR) to Conduct Longitudinal Research on PCVE Interventions

Preventing and Countering Violent Extremism (PCVE) requires continuous learning and adaptation. Longitudinal research offers a structured approach to monitoring and assessing the effectiveness, sustainability, and adaptability of PCVE interventions over time. This research aligns with the PCVE Knowledge, Innovation, and Resource Hub (KIRH) mission to generate actionable insights that inform policies, strategies, and practices.
- Objectives
The primary objectives of this longitudinal research are to:
- Assess the long-term impact of PCVE interventions across identified regions.
- Identify emerging trends, challenges, and successes in PCVE efforts.
- Provide actionable recommendations for improving future interventions.
- Strengthening the evidence base for national and regional PCVE policies.
- Enhance the role of PCVE KIRH as a knowledge hub supporting stakeholders.
- Scope of Research
The research will be conducted across multiple states, focusing on diverse communities where PCVE interventions have been implemented. Key areas of assessment include:

4. Roles and Responsibilities
4.1. Research Consultant(s)
- Develop research methodology and framework.
- Conduct baseline studies and periodic field visits.
- Collect and analyze qualitative and quantitative data.
- Facilitate focus group discussions and stakeholder interviews.
- Prepare and submit comprehensive reports, policy briefs, and academic papers.
- Present findings at stakeholder workshops and dissemination events.
4.2. PCVE KIRH
- Provide overall guidance and oversight for the research process.
- Facilitate engagement with key stakeholders and research participants.
- Ensure alignment with PCVE strategic objectives and national frameworks.
- Support the dissemination of research findings to policymakers, practitioners, and communities.
4.3. PAVE Network and Stakeholders & Partners
- Participate in research activities, including interviews and surveys.
- Provide feedback and contextual insights to enrich research findings.
- Collaborate in implementing evidence-based recommendations.
5. Methodology
The research will adopt a mixed-methods approach, integrating both quantitative and qualitative techniques:
- Baseline Studies – Establishing initial benchmarks for selected communities.
- Periodic Field Visits – Conducting assessments at scheduled intervals.
- Surveys & Interviews – Engaging community members, stakeholders, and program implementers.

6. Budget Considerations

8. Reporting & Coordination
- The Lead Consultant and Consultants will report directly to PCVE KIRH Secretariat.
- PCVE KIRH will provide coordination and technical support.

10. Reporting and Supervision
The Consultant(s) will report to the PAVE Secretariat and work closely with the ActionAid Nigeria PCVE team. Regular updates will be required to ensure the consultancy is on track, and feedback from the PAVE Secretariat and other stakeholders will be incorporated at each stage of the consultancy.
