Terms of Reference (ToR) for the Engagement of Resource Persons for Development Guidelines for PCVE
- Background
The PAVE Network- Knowledge Innovation and Resource Hub, in collaboration with the Office of the National Security Adviser- National Counter Terrorism Centre (NCTC) with the support of ActionAid Nigeria and with Funding from Global Community Engagement and Resilience Fund (GCERF), is developing Guidelines for PCVE implementation, capacity-building, and strategic engagement. To ensure the guidelines are comprehensive, evidence-based, and aligned with best practices, a Guidelines Development Support Resource Team is being constituted.
- Purpose
The Resource Team will provide technical guidance, strategic input, and expert reviews throughout the development process. The team will serve as a think tank, ensuring that the guidelines reflect contextual realities, are practical, and meet the intended objectives.
- Scope of Work
The Resource Team will undertake the following tasks:
a) Review and Provide Input on the Outline
- Examine the initial outline and key considerations presented by the consultant.
- Offer expert feedback to strengthen the conceptual framework of the guidelines.
b) Engagement in Physical Review Meetings
- Participate in a physical meeting with the consultant to discuss the outline and initial thoughts on the guidelines.
- Attend a physical review meeting for the first full draft, providing structured feedback.
c) Critical Review of the Draft Guidelines
- Analyze the first full draft of the guidelines.
- Ensure the document is comprehensive, contextually relevant, and aligns with the objectives.
d) Final Review and Recommendations
- Provide consolidated feedback.
- Ensure the final version is ready for presentation to the PCVE PFNAP Implementation Steering Committee for validation.
4. Composition of the Resource Team
The team will comprise representatives from:
- PAVE Network Secretariat
- Office of the National Security Adviser- National Counter Terrorism Centre Representatives.
- Institute for Peace and Conflict Resolution (IPCR) representative.
- Relevant subject-matter experts (e.g., PCVE practitioners, policy analysts, legal experts, civil society representatives, and academics)
5. Time Commitment
- The engagement will span the entire guidelines development process, from the commencement meeting to the final validation submission.
6. Expected Deliverables
- Timely and constructive feedback at each stage of the process.
- Recommendations for improving content, structure, and usability of the guidelines.
- Approval of the final draft before submission to the PCVE PFNAP Implementation Steering Committee.
7. Reporting and Coordination
- The Resource Team will report to PAVE Network Secretariat.
- The consultant will coordinate directly with the team, ensuring seamless information exchange.

- Proof of registration with FIRS
- Evidence of previous audit
- Minium of 2 reference letter must be submitted showing evidence of related work
- CAC registration certificate.
