Terms of Reference (ToR) for Review of Standard Operating Procedure (SOP) for PAVE network
Background
The Partnership Against Violent Extremism (PAVE Network) through its comprehensive approach to Preventing and Countering Violent Extremism is seeking the service of consultant to submit Expression of Interest (EOI) for Review Standard Operating Procedure (SOP) Documents for PAVE Network
Objectives of the Consultancy
The main objective of this consultancy is to conduct a thorough review of the drafted SOPs to:
- Ensure clarity, consistency, and coherence across all documents.
- Align the SOPs with the best international practices and relevant legal frameworks.
- Provide recommendations for improvement to enhance usability and effectiveness.
- Validate the operational feasibility of the SOPs within the organizational context.
Scope of Work
The consultant will be expected to:
- Conduct a detailed review of the drafted SOPs.
- Identify gaps, redundancies, and areas requiring refinement.
- Provide expert recommendations to enhance the efficiency and effectiveness of SOPs.
- Ensure the SOPs reflect organizational needs and compliance with applicable regulations.
- Work closely with the Resource Team and Secretariat to finalize the documents.
Present a final report summarizing key findings, recommendations, and revisions.
Expected Deliverables
The consultant is expected to deliver the following:
- A detailed assessment report highlighting key findings and recommendations.
- Revised versions of the SOP documents incorporating feedback and improvements.
A final presentation of the revised SOPs to relevant stakeholders for validation.
Duration and Timeline
The consultancy is expected to last for 4 weeks, commencing from 1st March 2025 to 31st March 2025. A detailed work plan and timeline will be agreed upon with the selected consultant.
Eligibility and Qualification Requirements
Interested consultants should meet the following criteria:
- A minimum of 3 years of experience in policy development, organizational process review, or SOP formulation.
- Expertise in governance, compliance, risk management, or a relevant field.
- Strong analytical, writing, and communication skills.
- Proven experience in reviewing and developing SOPs or operational guidelines.
Ability to engage with multiple stakeholders and synthesize feedback effectively.

- CAC registration
Evidence of previous Audit.
Reporting and Supervision
The Consultant(s) will report to the PAVE Secretariat and work closely with the ActionAid Nigeria PCVE team. Regular updates will be required to ensure the consultancy is on track, and feedback from the PAVE Secretariat and other stakeholders will be incorporated at each stage of the consultancy.
