Consultancy for the Development, Translation/Adaptation and Production of Content for the “Una Don Hear” Radio Programme and Promotional Jingles

1. About ActionAid Nigeria 

ActionAid Nigeria is an affiliate of ActionAid International, a global alliance working to achieve a world without poverty and injustice, where every person enjoys the right to a life with dignity. ActionAid works with communities, civil society organisations, government institutions and other stakeholders to advance social justice and sustainable development. 

2. Background 

ActionAid Nigeria, through the European Union-funded Support for Strengthening Social Protection in Nigeria (ESSPIN) Project, supports efforts to strengthen Nigeria’s social protection system by increasing public awareness, trust, and participation in the National Social Register (NSR). 

The NSR is a key mechanism for identifying poor and vulnerable households and facilitating access to social protection interventions. However, limited public awareness, misinformation and misconceptions continue to affect citizens’ understanding of and participation in the registration process. 

To address these gaps, ActionAid Nigeria will implement “Una Don Hear”, a 156-episode interactive radio phone-in programme designed to provide accurate, accessible information; address misinformation; respond to public concerns; and promote informed participation in the National Social Register. 

ActionAid Nigeria therefore seeks qualified consultants or consultancy firms to develop the programme’s content framework, episode-specific scripts and presenter guidance; produce promotional jingles; and translate/adapt approved materials into Hausa, Yoruba and Nigerian Pidgin. 

3. Purpose of the Assignment 

The assignment will develop accurate, engaging, and audience-friendly content for the 156-episode “Una Don Hear” radio programme and ensure presenters have clear guidance for facilitating interviews, discussions, and live audience interaction. 

The assignment will also adapt approved content into Hausa, Yoruba and Nigerian Pidgin to ensure accessibility and cultural relevance across target audiences. 

4. Scope of Work 

The assignment is divided into four lots. 

Lot 1 – Content Development and Scripting in English 

The consultant/firm will: 

A. Inception and Content Planning 

  • Participate in an inception meeting with the ESSPIN Project team. 
  • Submit a brief inception report outlining the proposed approach, methodology, work plan and content development process. 
  • Develop an Editorial and Content Plan covering all 156 episodes, including: 
  • Episode title/topic; 
  • Objective; 
  • Key messages; 
  • Content direction; 
  • Suggested guest/resource person, where applicable; and 
  • Audience engagement focus. 

B. Standard Programme Structure and Presenter Format 

Develop a standard programme structure and master presenter cue-sheet template for use throughout the series. 

The standard programme flow should provide a consistent format covering, as applicable. The structure should provide sufficient guidance for presenters while allowing flexibility for natural interaction with guests and callers. 

C. Episode-Specific Content for 156 Episodes 

Using the approved standard programme structure and cue-sheet template, develop episode-specific content for all 156 episodes, including: 

  • Episode introduction; 
  • Key messages and talking points; 
  • Presenter prompts and transitions; 
  • Interview/discussion questions; 
  • Phone-in discussion prompts; 
  • Anticipated listener questions; 
  • Suggested responses and FAQs; 
  • Guidance for responding to misinformation and misconceptions; 
  • Episode-specific calls to action; and 
  • Other relevant presenter guidance. 

D. Interview Guides and Stakeholder Briefing Notes 

Develop interview guides and concise stakeholder/resource-person briefing notes for episodes where guests or subject-matter experts are required. 

Briefing notes should clearly outline: 

  • Purpose of the episode; 
  • Expected contribution of the guest; 
  • Key messages; 
  • Likely questions; and 
  • Relevant information required for the discussion. 

E. Promotional Radio Jingles 

Develop scripts and produce promotional radio jingles for: 

  • Promotion of the “Una Don Hear” radio programme; and 
  • Reinforcement of priority National Social Register messages. 

All jingles should be clear, memorable, culturally appropriate and suitable for radio audiences. 

 

Lot 2 – Translation/Adaptation into Yoruba 

Translate and adapt approved English programme materials into Yoruba, ensuring: 

  • Accuracy of meaning; 
  • Natural and audience-friendly language; 
  • Cultural appropriateness; 
  • Consistency with approved key messages; and 
  • Suitability for radio broadcast. 

The consultant will also edit and quality-assure translated/adapted materials and incorporate feedback from ActionAid Nigeria/ESSPIN. 

Lot 3 – Translation/Adaptation into Hausa 

Translate and adapt approved English programme materials into Hausa, ensuring: 

  • Accuracy of meaning; 
  • Natural and audience-friendly language; 
  • Cultural appropriateness; 
  • Consistency with approved key messages; and 
  • Suitability for radio broadcast. 

The consultant will also edit and quality-assure translated/adapted materials and incorporate feedback from ActionAid Nigeria/ESSPIN. 

Lot 4 – Translation/Adaptation into Nigerian Pidgin 

Translate and adapt approved English programme materials into Nigerian Pidgin, ensuring: 

  • Accuracy of meaning; 
  • Natural and audience-friendly language; 
  • Cultural appropriateness; 
  • Consistency with approved key messages; and 
  • Suitability for radio broadcast. 

The consultant will also edit and quality-assure translated/adapted materials and incorporate feedback from ActionAid Nigeria/ESSPIN. 

5. Key Deliverables 

Lot 1 

The consultant/firm will deliver: 

  1. Inception Report outlining the approach, methodology, work plan and content development process. 
  2. Editorial and Content Plan for 156 episodes, showing the topic, objective, key messages, content direction, suggested guest/resource person where applicable, and audience engagement focus for each episode. 
  3. Standard Programme Flow Guide and Master Presenter Cue-Sheet Template for use across the radio series. 
  4. Episode-Specific English Content/Scripts for 156 Episodes, developed using the approved programme format and containing relevant presenter cues, key messages, discussion points, questions, phone-in guidance, FAQs and calls to action. 
  5. Interview Guides and Stakeholder Briefing Notes for relevant episodes. 
  6. Phone-in Facilitation Guidance, including anticipated listener questions, suggested responses and guidance for addressing misinformation and misconceptions. 
  7. Promotional Radio Jingle Scripts and Final Produced Jingles. 
  8. Final Production-Ready English Scripts and Presenter Materials. 
  9. Final Consultancy Report documenting the assignment and outputs. 

Lots 2–4 

Each language consultant/firm will deliver: 

  1. Translated/adapted versions of approved programme scripts and relevant presenter materials in the assigned language. 
  2. Edited and quality-assured final translations/adaptations suitable for radio broadcast. 
  3. Final production-ready translated/adapted materials incorporating ActionAid Nigeria/ESSPIN feedback. 

6. Duration of the Assignment 

The assignment will be implemented within: 

  • Lot 1: 14 working days; and 
  • Lots 2–4: 7 working days each, 

From the date of contract signing. 

The assignment will be implemented in close coordination with the ESSPIN Project Team and other relevant ActionAid Nigeria stakeholders. 

7. Required Qualifications and Experience 

Applicants should demonstrate: 

  • A minimum of a bachelor’s degree in mass communication, Journalism, Media Studies, Communication, English, Linguistics, Development Studies, Social Sciences or a related field. A master’s degree will be an added advantage. 
  • At least five years of relevant professional experience in radio programming, scriptwriting, broadcast production, development communication, public awareness campaigns or related areas. 
  • Demonstrated experience developing content for interactive radio, talk shows, interview programmes or phone-in programmes. 
  • Strong writing, editing, storytelling and audience-centred communication skills. 
  • Experience developing radio jingles or other audio communication products, where applying for Lot 1. 
  • Proven language proficiency and experience translating/adapting communication materials into the relevant language, where applying for Lots 2–4. 
  • Ability to communicate complex information in clear, accessible and culturally appropriate language. 
  • Experience working on development, social protection, community engagement or public awareness programmes will be an added advantage. 
  • Ability to work within agreed timelines and incorporate stakeholder feedback.  

8. Compliance and Supporting Documents 

Applicants should submit, as applicable: 

  • Company profile; 
  • CAC registration documentation; 
  • Tax Clearance Certificate; 
  • Audited accounts, at least for 2025; 
  • Evidence of previous similar assignments, particularly for INGOs or development organisations; 
  • Samples of relevant radio scripts, jingles, translations or other communication products developed within the past two years; and 
  • CV(s) of the consultant(s) or key personnel proposed for the assignment.

  • Lot 1 – Content Development and Scripting in English 
  • Development of the overall content framework, editorial plan, standard programme format, master presenter cue-sheet template and episode-specific English content/scripts for all 156 episodes, including presenter guidance, interview/discussion questions, stakeholder briefing notes, phone-in guidance, FAQs and promotional radio jingles. 
  • Lot 2 – Translation/Adaptation into Yoruba 
  • Translate and adapt approved programme scripts and relevant materials into Yoruba. 
  • Lot 3 – Translation/Adaptation into Hausa 
  • Translate and adapt approved programme scripts and relevant materials into Hausa. 
  • Lot 4 – Translation/Adaptation into Nigerian Pidgin 
  • Translate and adapt approved programme scripts and relevant materials into Nigerian Pidgin. 

10. Submission Requirements 

Interested consultants or consultancy firms should submit:

  • Evidence of similar assignments; 
  • Samples of relevant work completed within the past two years; and 
  • Required compliance documents.
