EOI - Consultancy: End of Project Evaluation – Strategic Partnerships for Agroecology and Climate Justice in West Africa (SPAC–West Africa)

Background 

The Strategic Partnerships for Agroecology and Climate Justice in West Africa (SPAC–West Africa) is a three-year, multi-country initiative implemented in Nigeria, Liberia, and Senegal, with regional engagement in collaboration with the Economic Community of West African States (ECOWAS) Commission. ActionAid International funds the project through its Transformative Impact Fund (TIF), and ActionAid Nigeria leads it and coordinates regional and continental engagements. 

The project promotes agroecology and climate justice by strengthening the capacity of smallholder women farmers and young people to adopt sustainable agricultural practices, enhance resilience to climate change, and improve livelihoods. Its outcome is that women and young people enjoy improved food and nutrition security and climate-resilient livelihoods. 

Rationale for the Evaluation 

The SPAC–West Africa project commenced in March 2023 and has been implemented across five states in Nigeria (Ebonyi, Delta, Ondo, Jigawa, and Taraba) and the FCT, with regional engagements in collaboration with the ECOWAS Commission with a strong focus on advancing agroecological practices among smallholder women farmers and young people. 

As the project approaches completion, an End of Project Evaluation is being commissioned to assess the extent to which the project has achieved its intended outcomes, document key results and lessons learned, and generate evidence-based recommendations to inform future programming and scale-up efforts in agroecology and climate justice across West Africa.  

Evaluation Objectives 

The overall objective of the evaluation is to assess the performance and results of the SPAC–West Africa project. Specifically, the evaluation will: 

• Assess the extent to which the project has achieved its overall goal and intended outcomes. 
• Identify key successes, challenges, and lessons learned during project implementation, and provide actionable recommendations for future programme design and implementation. 
• Evaluate the sustainability of project outcomes, including financial, technical, and institutional dimensions. 

Methodology 

The evaluation will adopt a mixed-methods approach, combining both qualitative and quantitative data collection techniques. These will include: 

• Desk review of relevant project documents. 
• Structured survey across project states. 
• Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with beneficiaries and key government ministries, departments and agencies, including the ECOWAS Agency for Food and Agriculture, The West Africa Organic Network (WAfrONet) and the Alliance for Agroecology in West Africa (3AO) 
• Virtual Key Informant Interviews with relevant regional stakeholders and SPAC teams in Liberia and Senegal, as necessary, to capture the regional dimensions of the project and support harmonisation of findings across the three implementing countries 
• Field visits to project locations across the five implementing states (Ebonyi, Delta, Ondo, Jigawa, and Taraba) and FCT. 

The evaluation will engage a wide range of stakeholders, including government institutions (Ministries of Agriculture), State Agricultural Development Programmes (ADPs), extension workers, Smallholder Women Farmers (including Small Scale Women Farmers Organisation (SWOFON) members), and implementing partners. 

Scope of Work 

The consultant will be responsible for the following: 

• Assess the overall impact of the project in relation to its stated objectives and goals including the regional component. 
• Evaluate progress made since project inception.  
• Identify key achievements, challenges, and lessons learned 
• Assess the sustainability of project interventions across financial, technical, and institutional dimensions. 
• Provide clear, practical, and evidence-based recommendations for future programming. 
• Harmonise evaluation from Nigeria with the one from the other implementing countries (Liberia and Senegal) 
• Assess the extent to which project interventions have contributed to changes for Smallholder Women Farmers and young people, including their participation, access to opportunities, decision-making, livelihoods and resilience. 

Expected Deliverables 

The consultant is expected to produce the following outputs: 

1. Inception Report outlining the evaluation approach, methodology, and work plan.  
2. Draft Evaluation Report for review and validation by ActionAid Nigeria 
3. Final Evaluation Report, incorporating feedback and including: 

• Assessment of project impact against objectives and goals 
• Analysis of key successes, challenges, and lessons learned 
• Sustainability assessment (financial, technical, and institutional) 
• Practical and actionable recommendations 

4. PowerPoint Presentation summarising key findings, conclusions, and recommendations. 

Required profile for consultant: 

The consultant (She/he) to be recruited should have the following experience: 

• A good understanding and practical experience of development work, including advanced skills in Project Impact Evaluation, agroecological practices, livelihood interventions, agriculture Policy Influencing and advocacy, and Public Financing in agriculture.  
• Be a graduate of Economics, Statistics, Agriculture, or any related field (Master's/PhD or Professor preferred)   
• Have at least a minimum of 7 years’ experience in carrying out such an assignment and capacity for impact evaluation (a report of such work done in the last 2 years is required evidence, which is to be sent along with the EOI)  
• Experience in developing tools for Project Impact Evaluations 
• Excellent facilitation and writing skills (keeping it simplified) 
• Computer literate and able to apply Microsoft Office and other analytical tools efficiently  
• An excellent team worker. 

The following compliance documents should be submitted: 

• Company profile 
• CAC registration (CAC 7) 
• Tax clearance certificate 
• Evidence of previous jobs, especially with INGOs 
• Audited accounts (at least 2025) 

Contract Period 

The contract is for a period of twenty-five (25) working days with a detailed timeline (subject to review based on the actual date of contract award) below:  

Note: 

ActionAid will cover the expenses for data collection, including transportation, accommodation, and feeding allowance and other logistical expenses for only one (1) person. 

ActionAid will deduct 5% withholding tax from the total sum in accordance with the Nigerian tax law for onward remittance to the Federal Inland Revenue Service. 

Reporting Lines 

The consultant shall submit a report to ActionAid Nigeria’s Food Systems Specialist, who will confirm the report is satisfactory before payments are made. 

Ownership of Output 

Outputs of the work done as stipulated in the call’s expression of interest belong to ActionAid Nigeria.
