TOR: Updating ActionAid Nigeria’s Political Economy Analysis on Agriculture Budget Investments Resultant Effects on States’ Internally Generated Revenue (IGR) and Employment Generation for 2026 and Agriculture Budgetary Allocations and Expenditure Perform

The Scaling Up of Public Investments in Agriculture (SUPIA2) Project implemented by the Food and Agriculture team of ActionAid Nigeria is to promote and scale up public investments in agriculture both political and budget commitment to drive inclusive, lasting agricultural transformation at the national and state level. The project also seeks to catalyse increased quantity and improved quality of public investment in agriculture through enhanced citizen participation in evidence-based policy making to increase the productivity and well-being of smallholder farmers.

ActionAid Nigeria conducted a Political Economy Analysis (PEA) in 2025 to assess agriculture budget investments and their effects on Internally Generated Revenue (IGR) and employment across Nigeria. The analysis also examined budget allocations and expenditure performance across the 36 states, the Federal Capital Territory (FCT), and the Federal Government.

Agriculture remains central to Nigeria’s economic growth, employment generation, food security, and livelihoods, particularly for smallholder farmers, women, and youth. However, persistent challenges, such as low public investment, weak budget execution, and governance constraints, continue to limit the sector’s potential. To strengthen evidence-based advocacy and policy engagement, ActionAid Nigeria seeks to update this analysis to cover 2026, providing a more current and robust basis for influencing government investment decisions and improving budget performance.

The Analysis will inform and strengthen evidence-based policy dialogue and decision-making at both national and state levels. It will support and advance strategic advocacy initiatives aimed at increasing and sustaining public investments in the agriculture sector, while also promoting enhanced budget accountability, transparency, and more efficient expenditure performance to support employment generation, strengthen livelihoods, enhance food security, and promote inclusive economic growth in Nigeria

Objective:

  • To conduct an Analysis on Agriculture Budget Investments Resultant Effects on States’ Internally Generated Revenue (IGR) and Employment Generation to influence policy makers to champion national and state-level increased budgetary allocations and expenditures.

Methodology

The methodology includes Desk reviews, documents and budget analysis.

Scope of Work

The consultant will undertake the following tasks:

  1. Update AAN’s Political Economy Analysis on Agriculture Budget Investments Resultant Effects on States’ Internally Generated Revenue (IGR) and Employment Generation for 2026, for further influencing of budgetary allocations and expenditure performance in Nigeria.

  1. Conduct Agriculture Budgetary Allocations and Expenditure Performance % Analysis Covering the 36 states, the FCT and the Federal level from 2023 - 2025.

  1. Develop 2024-2026 State of Agriculture Public Expenditure Performance Scorecard covering 36 States and the FCT, and the national level. 

Required profile for consultant:

The consultant to be recruited should have the following qualifications and experience:

  • Advanced degree in Economics, Agricultural Economics, Public Policy, Development Finance, Economics or related fields.
  • Proven track record in policy development, strategic planning, and research in agriculture, agroecology, or food systems.
  • At least 10–15 years’ experience in budget analysis, public finance, or policy research.
  • Proven expertise in agricultural financing, agroecology, or sustainable development financing.
  • Strong analytical and quantitative skills, with evidence of similar assignments.
  • Experience engaging with government institutions, civil society, and donor partners.
  • Excellent writing, presentation, and facilitation skills.
  • Evidence of similar assignments conducted in Nigeria or West Africa (to be provided in the expression of interest).
