EOI: Consultancy for Endline Evaluation for the Strategic Partnership Programme II (SPA II) and MOVE Project

ActionAid Nigeria (AAN), in partnership with ActionAid Denmark (AADK), Global Platform, and Activista Nigeria, is implementing the SPA II project funded by the Danish International Development Agency (DANIDA). The programme seeks to advance fundamental human and democratic rights, sustainable livelihoods, resilience, and protection for young people, particularly young women living in marginalised and fragile contexts.

Background: 

The SPA II project is a five-year initiative (2022–2026) implemented across Akwa Ibom, Enugu, FCT, Lagos, Kwara, and the BAY states (Borno, Adamawa, Yobe). It focuses on:

• Expanding democratic space and access to public services.
• Promoting sustainable livelihoods through climate accountability and green private sector engagement.
• Strengthening youth-led programmes, campaigns, and advocacy for resilience and protection.

As the project approaches completion, a comprehensive Endline Evaluation is required to assess achievements, effectiveness, relevance, and sustainability. This evaluation will provide evidence of results, identify lessons learned, and generate actionable recommendations for future programming.

The purpose of this assignment 

 The consultant/firm will conduct a robust endline evaluation guided by OECD-DAC criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, Sustainability). The evaluation will:

• Document achievements and effectiveness of SPA II interventions.
• Analyse barriers, enablers, and trends influencing results.
• Assess youth engagement, feminist leadership, and intersectional approaches.
• Provide evidence-based recommendations for future programme design and strategic improvements.

Objectives of the Endline Assessment: 

The specific objectives are to:

• Assess overall results achievement and impact of SPA II.
• Analyse relevance, coherence, and efficiency of programme strategies.
• Evaluate youth participation, particularly young women, in democratic spaces, climate justice, and humanitarian contexts.
• Identify lessons learned, best practices, and unintended outcomes.
• Provide recommendations for strengthening ActionAid Nigeria’s added value to partners and constituents.

Scope of Work: 

The consultant/firm will undertake the following tasks:

•  Participate in inception meetings with AAN project teams and MEL specialists.
• Conduct desk reviews of project documentation, log frames, and theory of change.
• Design an evaluation methodology, sampling strategy, and tools.
• Train data collectors and ensure quality assurance of data collection.
• Collect and analyse quantitative and qualitative data across focal states.
• Conduct surveys, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and field visits.
• Apply feminist, decolonial, and anti-racist evaluation approaches.
• Produce a comprehensive evaluation report, summary findings, and user-friendly dissemination materials.

Methodology: 

The evaluation will adopt a mixed-methods approach, including:

• Desk review of secondary data and project documentation.
• Structured surveys and stakeholder analysis.
• KIIs with government agencies, youth-led organisations, and partners.
• FGDs with young people, women, and marginalised groups.
• Outcome Harvesting to identify and verify significant changes.
• Cost-effectiveness analysis comparing alternative approaches.

All data should be disaggregated by gender, age, and other relevant demographics, with emphasis on feminist MEAL principles. 

Key Deliverables: 

The consultant/firm is expected to deliver:

• Inception Report (methodology, sampling, work plan).
• Pre-tested data collection tools.
• Raw and cleaned datasets (quantitative and qualitative).
• Draft Endline Evaluation Report (35–50 pages).
• Cost-Effectiveness Analysis (CEA) Report (8–10 pages).
• Final Endline Evaluation Report incorporating feedback.
• Summary findings (minimum 5 pages).
• User-friendly summary slides for community dissemination.

Duration of the Assignment: 

The endline survey will be implemented by the engaged consultant(s)/firm over 20 working days, covering the desk review, fieldwork, data analysis, and report preparation.

Required Qualifications and Experience: 

The consultant/firm should have the following:

• Advanced degree (Master’s/PhD) in Social Sciences, Development Studies, Public Policy, or related field.
• Minimum of 7 years’ experience in large-scale evaluations of complex programmes.
• Proven expertise in feminist leadership, intersectional analysis, and decolonial/anti-racist approaches.
• Strong experience in youth-led change, climate justice, humanitarian response, and gender-responsive public services.
• Demonstrated ability to apply OECD-DAC criteria and Outcome Harvesting.
• Excellent analytical, report writing, and presentation skills.
• Experience with DANIDA or similar donor-funded projects is an advantage.
• Fluency in English and at least one relevant local language.
