EOI: Consultancy for Review of Staff Workload and Skills Audit for ActionAid Nigeria

ActionAid Nigeria (AAN) is a human rights-based organisation that works with poor and excluded groups, promoting their rights and empowering people living in poverty to take necessary action to end poverty. Established in 1999, AAN is an affiliate of ActionAid federation with presence in 47 countries, focusing on social justice, gender equality and poverty eradication through the use of Human Rights Based Approach. 

In Nigeria, AAN has worked in all 36 states of Nigeria states implementing programme/projects interventions while promoting pro-poor programmes at all levels. By building local organisations, and linking these organisations into networks, platforms, and alliances at the local and national levels, AAN has helped to build a broad movement for change.

ActionAid Nigeria needs a suitable consultant who will facilitate the review of the overall staff workload to ensure equity in the distribution of work, promote wellbeing of staff as well as ensure work life balance. The Consultant will also conduct a staff skills audit to ensure that existing skills align and determine other crucial skills needed to deliver on the existing Country Strategy Paper: Citizens Action to End Poverty 2034.  

2.0       Key accountabilities 

The key responsibilities of the consultant(s) include the following:

  • Review existing staff workload to determine positions or roles that are overworked or underworked and provide recommendations on how best to redistribute workload.
  • Based on findings and outcomes from above, develop a work life balance policy for AAN.
  • Carry out organisation wide skills audit in line with the Country Strategy Paper to determine skills gaps and make recommendations on how to bridge the identified gaps. 
  • Conduct desk review of relevant documents such as staff job descriptions, performance review forms, project and unit workplans, organogram, strategy paper, policies such as HR policy and others that may be required to effectively deliver on this assignment.
  • Conduct oral interviews or meetings with relevant individuals including staff and Management that will contribute to this assignment.
  • Review draft report as amended following input to develop the final report including recommendations for ActionAid Nigeria.
  • Identify recommendations, to improve existing systems, policies, and practices/ functions 
  • The Consultant will facilitate a debriefing session on the report to the Senior Management Team and other key internal stakeholders.
  • The Consultant shall maintain utmost confidentiality with respect to the information to which the assignment gives him or her access.
  • The originality of the final report and documents developed as submitted shall belong exclusively to ActionAid Nigeria.

 

2.1       Consultant Specification 

  • At least Masters degree in relevant studies
  • Professional certification in Human Resources 
  • Minimum of 12 years’ experience and excellent knowledge of Human Resources and Organisational Development 
  • Strong proven experience in carrying out organisation skills audit, workload reviews and its re-alignment 
  • Excellent experience in staffing design and planning to support strategy delivery 
  • Experience in HR systems and its reviews 

The following compliance documents should be submitted:

  • Company profile
  • CAC registration (CAC 7)
  • Tax clearance certificate
  • Evidence of previous jobs, especially with INGOs
  • Audited accounts (at least 2025)

2.2       Payment

The consultant shall be paid in line with ActionAid Nigeria daily consultant rate. ActionAid in compliance with Nigerian tax laws is obliged to deduct relevant taxes on the payment and transmit same to the tax authorities in favour of the consultant. 

The Consultant will be paid 50% upon commencement of the contract and 50% upon satisfactory completion of the assignments.

2.3       Timeline

The contract timeline will be for 1-month from 1st to 30th September 2026.

2.4       Reporting

The Consultant will report to the Director, People and Culture.

3.0       Final Deliverables

 

  • The Consultant will provide periodic reports on progress and submit final report to the Director, People and Culture.
