Monitoring, Evaluation and Learning Officer, Strengthening Collaborative Actions and Leveraging Partnerships for Expansion and Use of NSR Project (SCALE-NSR) - Abuja
The post holder will provide technical support and guidance in meeting the Monitoring, Evaluation, Research, and Learning (MERL) requirements of the SCALE-NSR project at all levels. The MEL Officer will also provide support to implementing partners on all M&E components of the project. The SCALE-NSR project is a 3-year project that is aimed at strengthening the coordination and use of the National Social Register (NSR) to support evidence-based planning and poverty reduction in Nigeria, in alignment with EU-supported initiatives. It will enhance public trust and participation in NSR processes, promoting improved collaboration among stakeholders and agencies for the development of inclusive state and National Social Protection policies.
S/he will develop strategy and expertise on the results framework, key milestones, and monitoring & evaluation plan for the project. The MEL Officer with support from the Programme Coordinator, SCALE-NSR and the ActionAid Nigeria’s Impact Assessment and Shared Learning Specialist, will ensure that the project teamwork is following the project’s M&E frameworks and systems.
Person Specifications
Education/Qualifications
- Minimum of First degree in arts/humanities/social sciences or other related field is essential.
Experience
- At least three (3) years’ experience in monitoring and evaluation in related programmes in the development sector is essential.
- Experience in project management is essential.
- Experience in the use of various M and E tools and statistical software programmes such as KoboKollect, POWERBI, SPSS, STATA, NVIVO etc is essential.
- Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation is essential.
- Experience in community-based work and use of various participatory M&E tools is essential.
Experience working in an International Development organisation is desirable.
Skill/Abilities
- Excellent skills in Programme Information Management
- Excellent quantitative and qualitative monitoring and evaluation skills and familiarity with the range of approaches and methods currently being deployed in the development sector
- Excellent working knowledge of Data information systems as Excel, Word & Outlook (MS Office in general).
- Experience in facilitating training/meetings.
- Strong communication and writing skills.
- Ability to maintain donor relationship and accountability in line with funding policies and standards.
- Strong analytical/problem solving skills.
- Excellent planning and prioritization skills
- Negotiation skills and Mult-tasking skills
